WHY DO OTHER MELEES HAVE CC REDUCTION/IMMUTY WHILE UDYR HAS NONE OF IT

If you play udyr you might of notice that he doesn't have any hard gap closer like yi or noc, and he has one cc abilty that makes him go some what fast but one slow and its contered whereas champs like Garen,Eve,Yi, Olaf, and All have some type of cc reduction or immunty and some even HAVE A HARD GAP CLOSER!!!! WITH CC!! what meanwhile udyr is made to have to build items that give im cc reduction but those items wont stop slows for the the most part and has to wait for enemys to shove up to be even able to gank and even then they can jsut flash so why does garen whos a tank and close to udyr in the way you have to kinda just run at your enemys get cc reduction along wiht dam reduction while udyr who has one cc ablilty that will make him super ez to cc and one item can conter his e not get a some cc reduction like spcial tencity that reduces all CC includeing slows on his e for 3 secs or on his passive per stack for 5. and other melees that dont have cc reduction dont need it becasue they have hard gap closer for the most part(rips nasus) and on top of this other melees have more range to atk with where as udyr only has a 125 like what. I would love if a Riot employee could explain this to me. and explain why dont they make tenacity reduce slows and all the other forms of cc?
