Udyr needs some help

Personally, I think Udyr just needs a rework, but that might not be coming for some time so I feel he needs some slight changes. Udyr is a champ in which the devs never decided if they wanted him to be ap or ad so he has just become a bad mixture. his q and e are only ad-based, while w and r are ap. The issue with this comes in to build paths. On udyr right out of the gates you have to decide if you want your q or your r to be completely useless. Right now the much more viable route is to max q which basically leaves him with an r that literally does nothing. You may say to build him hybrid but that doesn't work out too well on him, it just makes all of your abilities mediocre vs having one useless. It doesn't really make any sense why a mele bursar has a full ap ult, and a shield fully based off ap as well. Late game udyrs w become nearly useless because it's just not effective to build ap items just to get a little better of a shield. The only time udyr is really strong is level 3 with double buff after that he falls downhill quickly, of course, unless you get very fed. I would like to see udyrs ult scraped its probably the most useless ult in the game, also have his w health based instead of ap.
