PBE - GATED CONTENT

Hi, so as I understand it PBE should serve primary for testing stuffs out right? Like reporting bugs that may occur with new content and such? But then why is all the content gated/locked? All but new skins cost RP, which you have no way to get. Lot of the skins are not even in the store. Gemstones skin cost the same as they do on the live server and not even all of them are there. There were already cases when skins were disabled for a bug so I don't really understand why is everything not available .

My best guess is it's relatively rare for old cosmetic content to have any issues, so they want the primary focus to be testing new content.

And to get rid of the people who signed up for PBE just to play Zed and their favorite Jinx skin without paying for it, hurting their bottom line and giving them no useful information. With signups being so lax now, they got a lot of people wanting FREE content more than anything, rather than taking the 'job' seriously and treating the free skins as payment for helping Riot.
