Mercy Vote

This is the 4th time I've been demoted because of afk / feeder / ragers Why is there no system in place at all for helping the decent players retain some LP or not be forced back down to a division they've already been to over and over because of people who act like children and rage quit. Is a mercy vote system ( That I know has been at the top of the boards a few times) really that hard to implement.
