Bots in ARAM?

So I've been playing ARAM's a lot recently, and I've noticed that in all but one game, nobody has ever said a word in the chat. I'll say things like "GL HF(standard)", "Ping if you need heal", "regroup at inhib", and other normal phrases. Nobody ever responds to one of these. I believe that I'm playing with bots. I once started a surrender vote, because the game was dragging on, and not a single player put yes or no. As soon as each game ends, everyone leaves the lobby without a word, and I can't honor them for a strange reason. Is ARAM bots a thing? does anyone else get these sort of games? because I've been getting them a LOT.
