[Quinn] Buff Suggestion with Tiamat

I want to suggest making Timat's/Hydra's Crescent active usable by Quinn in range form. The reason why I suggest this is because of the synergy she could have with Vault rewarding players who could mechanically time it properly casting Crescent right as she leaps off of her target. Also it would improve her map pressure allowing her to clear waves faster. Thoughts and feedback welcome
