Where is the Dinger?

I have been wondering about the current placement of Hiemerdinger and if he will be updated at all? I have noticed that with all the updates lately that he seems to be in a place similar to Galio, where he is barely played and it never seems to be for reasons other than being an annoyance. I remember back in early season 5 he was a viable champion but now i feel like he is being left behind rapidly.

It's the AI of his turrets. His entire kit revolves around them and they are utter crap. In season 5, he could CS perfectly without even trying. Then, somewhere along the way, Riot's spaghetti code turned his turrets into random spaz. Now they won't focus what Heimer focuses on until after a delay in which he is long dead.
