OK riot, this post will be very bias but ill try my best to keep off it. I think that the delay on his E is very good as an instant stun sucks. But i feel like it will be rendered useless because of this. I know the adjustments are locked but if you feel like buffing him i think the delay should stay. Maybe instead you can root the person in the center so that Veigar cant get jumped by Katarina ,Talon , or Zed . They could still attack him and it could give him a chance to get away. I think that you did a good job giving people a way to counter him but right now its hard for him to counter others. All he is now is the Nasus of mid lane. I can see a future with him and this "item 3285".

I like the idea of having a small slow affect every enemy inside the cage. It allows Veigar to get away, which at this point is what he is completely lacking.
