Crit Marks (and the problems they produce)

I know that there is currently a large discussion on critical chance. I recently played a game vs a Gangplank. I was winning a lvl 3 dual, however he got two crits off almost in a row. Normally this would not be a big deal if it were not been for the fact that his only crit chance came from one single crit chance mark. A 1% chance to crit won a fight.
So whats the big deal? He just got lucky? While yes that is true it still does not make this "strategy" something that is healthy to LOL. He gave up 1 AD mark for the chance to get lucky and win a fight he "shouldn't" have won. There was no skill in what he did, and that is what needs to change. When you are fighting and ADC with a 25% chance to crit you can count on those crits, you can see kind of damage is coming your way how often.
So what to do about it? I think the first thing that needs to change or be added is "minimum crit chance." Let me explain. The smallest amount of crit you can get from an item is 8%. Even with this small of a chance you can still guesstimate how often someone will crit. So to fix the 1 crit mark builds make a Minimum crit chance level. Only let crits start to proc once someone has 5% chance to crit. This would require someone to run 5 crit marks to proc a crit. Giving up 5 AD for that is something someone would have to really think about before putting into their build.
I'm not sure how well it would work but it seems like it would be a nice band-aid for level 1 crit chance procs.
TL;DR Make crit chance only start to proc after a champ has more than 5% crit chance.
