How bad is Korean Build Lucian compared prior to the Preseason changes

Yes you lose the early game power of flat armor pen from ghostblade and the attack speed from the active( which to me didnt feel super useful anyways on lucian) but besides that what makes it worse than the crit build that Lucian goes now? I feel like the fact that with 2 items plus upgraded boots your already at 40% plus having a decent amount of damage that it would still be a strong build.
