Why is Shen allowed to impact the game in such a strong manner?

Namely his ult and teleport, plus his inability to be moved in lane.

It's extremely hard, like trying-to-1v1-an-adc-with-soraka level hard to push Shen out of lane or even put meaningful damage onto him before he farms and then snowballs the game harder than a Lee Sin during Season 3.

His ult is ridiculous and the combination of that, teleport, his sustain, and current itemization (and the new titanic hydra next patch will make it much more unbearable) make it extremely difficult to do anything meaningful against him except pick something like Vladimir who can literally take a game onto his back and hard carry. Other than that, there's very little I can see possible to do against him.

I think he needs his sustain nerfed or his ultimate reworked to have meaningful interaction (namely the shield having a delay, or something along those lines). But other than that, since we all know Shen is only strong when hyper scaling carries are trash top lane, what do you pick against him?
