Can riot ever buff sion?

I think sion is not very good right now agaisnt any lane buly in top lane he cant do anything in his own lane he needs to get a buff. Riot sould make sion more viable by making his W store more health or stack ms too cause he cant really farm most of the time, pls just buff him.
