Clarity buff ideas.

Note, this are ideas and I'm fine with people editing, and making their own versions, please make the buffs on reasonable.

• CDR could be reduced a bit, maybe for a period of a short time, your CDR increases by 5% (Increased by 1% per level), and it ignores CDR cap.

• Possibly could take all of your basic abilities off cooldown, not ultimates because it could be broken on certain champions like Katarina, Zed, Yi, etc.
