Too many players dodge

I recently picked League back up and remembered some on going issues. The player behavior has improved dramatically, though I haven't gone ranked yet. The biggest issue is all the people who dodge. I played for quite a few hours the other day and it took entirely too long for the next game. For every game I played there were at least 3 dodges. It took about 20 minutes before I could play. I think LOL needs stricture dodge repercussions. Its worked with player behavior and attitudes.
