What would happen if Heal and Shield power was moved to the support item?

I'm scared that with Soraka being top and not in a place RIot wants her theyre gonna nerf her into the ground. What it seems to me is that Soraka top is viable because her lane swap isnt punished from her global healing with the itemization she gets. I would think removing healing and shield power from ardent censer and the other items enchanter supports buy to just the Spellthief Line of support items would lock her into lane.

all i think is that putting heal and shield power into one item and adjusting the stats of the items that it's removed from would keep soraka viable in support as opposed to nerfing her to the ground so she's just out of play again from support role all together. if you want heal and support power you build the items with it. it doesnt have to be ONLY spellthiefs but either AP support item to allow for tanks like taric to take it. ivern is the only person outside of support who builds those items and he needs a different talk all together to balance him.

this change in my thought allows more diverse itemization between supports for AP items to take into account, but with just one change it locks enchanters into support roles to be useful still, and keeps with riots wants and needs of taking them out of solo lanes.
