People who give feedback from the PBE are flat-out ignored, and you release it anyways.
What's it going to take riot?

The PBE Is used for bug testing and skin testing. The sample size of players in the PBE is too small to justify feedback.
Riot is wise enough to not make knee-jerk reactions every time first impressions don't go well, especially in a preseason mode where things can be allowed to simmer for a while without any real consequence.
