What does it take to get S rank?

31-2-4, I got all the towers and baron. Not kidding. And I still get A+? Can I not get S at level 20? I'm genuinely confused.

172 CS at 30 minutes is very low. Almost half what it should be.

Well...... S doesn't exactly serve any other purpose than a once a year Hextech Chest, so every once in awhile, just spend one game farming. And then play like a smurf on the other games and just accept you're not going to finish S.

Pretty sure its the CS, ive gotten S as 4/0/6 but had 200+ CS.

It's based on your peers and CS is valued quite a bit more than kills are in the rating system.
