New players in silver

I've been bouncing around from s5-s1 all season and as I'm not the best player or in a decent elo, I can't for the life of me understand why new players are on my team often. A player with a 20% wr and 10 ranked games are able to queue with me. I thought bronze existed for a reason? I made a new account and took my placements, did horrible and was still placed in s5. If anything, new accounts should be fighting for bronze 1 at most. And from a new player perspective, I wouldn't want to fight anything other than my skill level, so why are they fighting far above their skill level?

The baseline MMR is in Silver, I think 1200? This won't be the same next year though. Riot has said they've tightened their placement algorithm, so new unranked players won't be granted a Silver baseline MMR.
