You should be allowed to afk after a certain number of surrender votes. Its extremely toxic to be in 4v5 matches where your team refuses to surrender and you play a extremely unfun match for 45+ minutes only to lose anyways. So make 2 surrender votes then let people afk out matches please. Its like being held hostage when your stuck on a team that refuses to let you go. Its insanely stressful when this happens and its one of the few things that makes me rage in this game. Either let people leave or shorten the average game length to 25 minutes or something.

If you have to leave for real life reasons, state that in chat, then ask for a surrender vote. If you're not in ranked, you'll have a better chance the team will surrender.

There are people in the reverse situation. I know durring my lunch break I've only got time for one match. I don't want to surrrender at 20 just because two lanes lost lane, especially if I have a late game champion. It is more fun to play a game where I'm loosing bad than to sit there twiddling my thumbs for the rest of my break.

I've also seen issues where a duo trolled bot lane (kat and akali), then wanted to surrender as soon as they lost lane. Sorry, but if you're ligitimately going to try something like that you should see if you can recover a game later, and if you're trolling don't expect me to just let you waste my time and walk away.

A surrender should only require 3 votes, not 4. If my team wants out and 3 of my peops say yes to a surrender, I'm not going to force them to stick to it. I believe in democracy, baby. Can my teams make comebacks? Yes. Am I going to force them to try if they don't want to? No. People who've already given up psychologically aren't likely to make a comeback no matter how possible and I'd rather not risk the negativity over an undesired continuation. Let it go, man. Live and let live.

I don't think you should be able to surrender the game until you've lost an inhibitor. Screw the time limit. And you shouldn't surrender! Even if the game is lost, the opportunity to better yourself and learn something is not. Getting stomped? Try to figure out a way to take out they heaviest hitter on their team... And if the game is going on for 45 minutes there is always the possibility of a comeback. Stay Positive.

Or perhaps they could lower the surrender timer to 15 minutes, then at 25 minutes it would drop to 3 votes for surrender.

if champs and items that have no counter play are toxic then surely having no option but to be held hostage by your own teammates is toxic.

You are allowed to AFK after a certain number (1) of surrender votes meeting certain criteria (see criteria for successful vote in favour of surrender).
