Reworked Gankplank
When it comes to GP, I consider myself a scientist. I tried everything possible to make him work, but no matter what, unless he's changed, he will always be at the bottom of the barrel. Here are the main changes that I think riot needs to address with GP.

When placing barrels, every successive barrel has its explosion radius increased. At the moment, the amount of work GP has to do to set up his barrels and properly get it to hit someone is ridiculous. Especially when you have ranged champions that can diffuse the barrels, as well as evasive/gap closing champions that easily can predict and counter your barrel plays with ease. I need a bit more reward and leniency for using this complex system properly. Also, you should be able to parrley the barrel from a bit farther away than just the default distance.

Barrel placement should require no delay in terms of animation. This is very important because the amount of time it takes to set up a barrel and hit it is too long. If the time was reduced by allowing the user to summon it w/o any animation, it would give GP much more of a fair chance in terms of kiting capabilities, as well as stealing objectives. I mean come on, if someone can chase me all the way from blue buff to inhibitor turret, all while dodging barrels as well as jumping over walls for free that I had to flash over, at least let me kite well enough to counteract it if I use the system properly.

Barrel timers should only scale twice instead of 3 times. The 1st time you get barrel, it takes a year and a half for it to hit 1. 'Nuff said

The cost of cannon upgrades need to be significantly reduced in summoner's rift. As it is now, by the time I actually get an upgrade, it feels useless. The amount of time for me to get 500 silver serpent is unrealistic. Even if I cs with parrley and barrels flawlessly, I will never reach all 3 upgrades before the game is over, and again, that's if I play it perfectly. I suggest changing the price of upgrades from 500 per upgrade, to 200-300 per upgrade. I also suggest adding a new upgrade to the arsenal, one that will allow all users within the ultimate a boost of armor and magic resist. Addressing the acquisition of Silver Serpents, you could have other ways of acquiring silver serpents. Alternatively again, you could make it so that silver serpents are automatically acquired over time such as in Aram.

Cannon level increases seem damn near useless. One way to make it more useful, and to have people actually respect the ultimate, is to have it slowly transition over time to AD rather than consistently stay as magic damage. I feel that at level 18, you should be able to do a sizable amount of damage over time with something that's supposed to be an ultimate attack. As it is now, late game Gangplank's ultimate's even with cannon upgrades, seem like jokes. Any squishy character can haphazardly walk through it without a care in the world. However, I knew what kind of damage AD ultimate GP did back in the day, so maybe don't have it scale too much. Just enough to where you have to respect the ultimate.

Objective stealing ultimate. Almost every champion that has a global damaging ultimate, has an amazing potential to steal an objective. Whenever GP ulti's a dragon/baron, it seems like your chances of stealing it (even when timed properly with death's daughter upgrade) is slim to none. It's gotten to the point where I don't even bother using ulti on them anymore because I know it would be a waste. Like I said in the last point, make it so that people actually have to respect an ulti from GP.
Those are the only points that I could come up with, and even though he's my main character, if you choose to make changes, please don't overdo it. The things I proposed in my opinion would be absolutely fair changes, and would help to close the gap in viability of Gangplank compared to other champions.
In summary please make GP usable.
