Can Riot revamp the way of dodging match made Que's

Over the times I have played league of legends with my summoner I have had been into many Que's in which people either dodge or just wait till the timer on the Que which you should accept runs out and leaves everyone waiting even longer than they should've over 1 or more players. My idea is that riot should revamp the match made Que's where if the 1 more people not accepting the game should be punished with a longer time period they must wait to join a Que around a 20 min wait that of a low priority Que waiting status and if not maybe even longer depending on the amount of games dodged just for the arousal of ones thoughts of holding the entirety of the game in one's hands.If there are many disagreements towards this action or thought please leave a comment depicting you side of the argument down below.
