"Outplay" just means you beat them due to skill, not luck or a natural advantage (like a counter-pick or being more fed). However, it's common to use it ironically, either because you beat them due to luck or having an advantage, or because you actually lost.
Pfft...Ulting someone into an undodgeable skill shot isn't an outplay. Using a Ziggs W to bounce out of the way of a skill shot that would kill you while killing your aggressor with Q and making it out alive? THAT'S outplay material
