How do you effectively use it?

It's too weak to initiate, you pretty much need to be close to enemy champs to be successful with it's cast and the 'charm' doesn't last for a very long time either.

I'm thinking it's better to use it DURNG a fight rather than to start a fight. Even if I can have the enemies just run around me doing nothing, it should provide my team enough time to put down significant damage.

item 3069 item 3800 these two will give you enough movespeed to chase down enemies to cc them.
if you need to get close use your r-w and cc them without much counterplay

If they are grouped, activate ultimate then flash in and press W. Profit.
