Splash team does this for better composition. There are a number of splash arts with things on the opposite side when compared to the model.
Here it helps open up his face and give a readable expression.

Simple, they flipped the picture because they changed their mind at some point.
All they need to do to fix it is reverse it, but they won't.

This kind of thing happens a lot in splash arts. I believe they mirror the splashes, so everything appears to be reversed?

Its not like the monocle is prescription, I get that he wears it on the right eye when showing off and on the left when he's "in the field". Maybe he's just more used to flexing that side of his face while fighting.

It's not an accident or anything; lots of splash arts do this.
I'm still upset that Gnar's getting this skin before Zac. I mean seriously, Zac needs this fucking skin. Even moreso than the water one, imo.
Just like how Din Gnar's eyes are blue in game and brown in the splash art.
