Make Ashe's focus stacks stack off of towers and inhibs

Its a very weird interaction, you cant directly stack it off a tower right now but if you auto 4 minions before, you just melt the tower with the flurry? Using the flurry on towers is a lot better than just pure autos so why wouldnt you want to do it as much as you can

Because would break her and improve an already strong kit by making her a split pushing nightmare.

There's plenty of on hit effects that don't apply to towers, it's not unique to Ashe at all.
