Botting in League of Legends

I am playing twisted treeline with my friend and we noticed that all these people instantly locked in on the other team. As we load in they all have heal and ghost. We started playing and the bot does nothing..it just runs in lane and dies. People are abusing the leveling system as others try and I don't think that is very fair to the people who try because it actually takes time to level up in the 20's to 30. Something needs to be done because the last 3 games so fair have just been people with accounts that are bots.
