Is Vel'koz too "balanced"?

With the recent addition of Luden's echo his damage has increased by a nice amount but he is still just a worse Xerath, any ideas on how to make this champion better?. what do you think could be added to his kit to give him a strong reason to be picked mid?

EDIT: I compared their stats and Vel'koz actually beats Xerath in several scalings, yet the blue man still does manages to be a more powerful.

To be honest, it is useless to talk about mage balancing atm until 5.13 comes, because most of the AP items are getting changes. Let's see what will happen to him when 5.13 will hit the Rift :p

he need a movement speed boost when he hits his q, w or e.. something to kite more effectively

Vel'koz outscales xerath late game. Blue boy is a pain to lane against but if you realize this and play cautious, your bonus true damage is a lot more valuable when the tanks are stacked.

The reason you want to pick xerath is for your powerful lane phase. Velkoz will do better in teamfights, and his required items are much cheaper than most mages with tons of mpen and true damage.

But yeah, Ziggs trumps all.

In plat and higher, Vel'koz mid has a slightly higher win rate than Xerath. Makes me wonder why you think he's too weak.

Probably because of their Q's Xerath has "easier" poke.

I would say make his Q have slightly faster projectile speed and then make the two projectiles that are made at the end pierce. That way it is more rewarding to hit that.

They bring different types of control. I prefer Vel'koz over Xerath for not slowing himself to do max range Qs.

Also AoE damage up the whazoo. Srs guys his AoE is more extended and a bit hard to deal with once they are playing well. Xerath's continuous Q poke is probably more dangerous but if a real team fight happens the Vel'koz will be able to throw control and damage on more than one guy...also lasers.
