You forgot to mention the increased number of damage ticks on E as your level goes up. E is an early game nerf but a mid/late game buff if you itemize correctly.

The 1% bonus health true damage is kind of shitty seems like a throw in afterthought. Do the actual math and that 1% may equal 25 true damage per hit? Based on a champ that has 2500 bonus HP) Whoooopeeee? Oh wait no it's still shit. Just leave Garen alone if you are going to RAPE him in the rework. THANKS FOR ANOTHER GEM RIOT!!!
