New Game Idea: A Realm of Darkness for the Flamers

If it isn't obvious enough, players who rage quit, harass, flame, salt (insert any other form of poor sportsman like qualities) ruin the game and league community. Here is my solution:

Create a new Division, Dark Passage or something clever No matter what rank you are, if you are constantly getting banned or have multiple offences against the terms and conditions you are placed here. Win or loose in this division, you don't move out. The way to progress back to bronze, silver... you must get honored for friendly play. This would work well with the new honor system The less gifts/rewards from Riot Games is a good idea if a player is not fun to play with, but this will take it further.
