Okay, so first off, how is it that people who dodge aren't getting as penalized as much, if anything, that's an automatic red flag for refusing to communicate with the team. That's a waste of time. A 5 minute cooldown for people who dodge isn't enough, for people who decline, I'm ok with that especially if shit comes up but if you're in champ select and you dont like your role and you leave? Don't bother playing.
UberAffe2 votesPersonally I am thankful every single time someone dodges in champion select. If they have the mentality that they would rather wait 5 minutes now than play in their current position, I don't want to play with them either and they just sparred me 20-30 minutes of toxic gameplay.

Kãtãrinã1 votesSo you'd rather a guy who has a potential to feed, Say hes horrendous bot lane bot hes a godly top/mid and he gets put ADC. He goes 1/10/2 as 
(His BEST Adc, by best i mean hes sub par to everyone in the current elo you are in) and you all lose due to 
who is probable 20/1/7 from not only feeding off but now your team and is one shotting you all. Say this game lasts 30+ minutes. All this coulda been avoided with the 5 minute timer and 3 lp lose. but instead refused to dodge because he would lose. (lets say your penalty is automatic 15-20lp lose and have a 15 minute que timer Since u want harsh if not more) So instead of him losing 5 you all lose 15 for your mmr or whatever (being generous) So in the end it makes him want to take the chance to win then lose the same amount he would lose by dodging the que but instead of just him it is everyone and also a huge loss of time.
