Stop filling the jungle role with the worst player on the team in ranked

The player with the worst overall ability by rank on the team should not ever be the role that requires the most game knowledge, yet it keeps happening in over 50% of my games. Bronze and Silver players should not get iron junglers, not even once. In fact, iron players shouldn't even be allowed to jungle in ranked because they're so bad that if the other team gets a non-iron jungler it's guaranteed to be a stomp.
