Champion select needs a better way to avoid toxic players before the game starts

In the past few days I have noticed a rather significant increase in the number of people who intentionally ruin games before they even start. Most notably in the manner of taking a role that is already filled. This has happen numerous time this last week and some is always forced to dodge due to that persons actions. Not only is the person who dodged the game punished but it also reinforces that this is acceptable behaviour, I would love for riot to implement some form of pre game dodge vote for similar occasions and ask for all of your support.
