The future of runes and my opinion
I'm usually not one to post on these sorts of things, and if I'm doing it wrong feel free to direct me to the correct location/method.
I seem to recall there being a future update to the runes system, and this got me thinking about what kind of impact this would have on the game. When the main comment that drew my attention was, and i'm paraphrasing here, Runes don't have enough impact on the game and it seems that they are almost strictly for micromanaging character stats. Thus bringing me to my point, if runes don't have the impact you want why not just make them bigger?
In a manner of speaking, just making runes have a bigger impact on a character stats would give more player customization options. Sure it may create some meta game plays more/less valuable, but this is part of the balancing process as adjustment will need to be made any way. Who knows we may see more non-baseline rune builds maybe something like a full HP runes or Death timer (-5%) runes may be played rather than not at all if scaled to a level that players see them as playable (at least I've never seen them played). With bigger impact one could also expand the rune effect options to more of a mysteries level and new runes as well, which would add a whole new element to the game but that would have to be very carefully balanced as to not undermine the value of mysteries or similar effects.
Again i'm just throwing out an idea here but Impact is relative to the scale of the object, so if you want a bigger impact you need a bigger object and this idea could be that object.
Thank you for your time.
