I had chosen during an event whatever event was during 9/15/18 to get the thing that gives you all skins in the set and all skins of a character. So for the skins from 1 set. I got the riot set and i was pretty happy but i found out that riot singed wasn't part of it and i was like wtf why wasn't riot singed part of the set because i had gotten all skins for a character and i got all the skins for him including legacies i was wondering if i can get riot singed

No, you cannot. Riot Singed is not legacy, it was an extremely limited reward skin from Riot's early years and no longer in circulation.

The Riot themed skins were promotional skins given out by Rioters or for attending Riot events and are given "Legacy" status. Riot Squad Singed, however was given "Limited" status and so was not included. So you would not be getting it, not until Riot decides to change their handling of Limited skins.
