Change "Captain" Boot Enchantment

I was wondering if you could change the boot enchantment "Captain", where it gives your allies 10% more MS when approaching you, to 10% more MS to all nearby allies. The range doesn't have to be huge, just enough to be helpful. I don't really think many people use this enchantment really, except for supports. And since I play support a lot I feel like having this little tweak in this enchantment would really help. Plus it may appeal to more players.
