Why did Caitlyn get nerfed?

Why did Caitlyn get nerfed? She wasn't even a top tier adc. Some of the nerfs are pretty brutal too. Her passive no longer penetrates armor; her bonus attack speed is only 90% effective (WTF?!?!?!?!); her attack growth is almost a full point less; and her 90 caliber net has its speed, width, and dash distance significantly reduced. Brutal ... just brutal. Why did they smash her so hard with the nerf bat? Doesn't make any sense.

They did give her a couple extra traps though (LMAO!). Riot really cracks me up sometimes with their decision making.

Wait until you ACTUALLY PLAY HER to make judgment. Her Q hits harder on the first target, she can shoot distant targets hit by W or E, and still has an absurd 650 auto attack range.
