Scouting programs

I honestly feel like any scouting programs should cease to exist, all it causes is massive toxicity, and a possible unfair advantage. Medium to High rating players cannot enjoy a casual Normal game due to people playing with sites like LoLNexus, LoLKing, etc. People become unbearable if they find out an enemy has a decent rating, or that their teammate has a rating they don't like. I feel like it should be remove fully, Riot already requested these sites to remove the duo status due to the massive amount of toxicity in Ranked it caused. I'm prepared for the downvotes if there are any.
