Will Riot ever bring back Mad Scientist Singed?
I was just thinking that there aren't to many singed skins that aren't just a recolor of his base available right now and was wondering if they should do another skin sale including singed skins

Whenever he gets splash art updates most likely. They usually put all legacy skins on sale for that champion in a bundle during splash art changes.
This is one of problems with Riot. There are around 692 skins in the game and around 215ish aren't available to be bought. The work has been done, the server space was made. Riot doesn't have to do anything but check the box that says "available", but yet they refuse.
