Will Riot ever bring back Mad Scientist Singed?

I was just thinking that there aren't to many singed skins that aren't just a recolor of his base available right now and was wondering if they should do another skin sale including singed skins

Whenever he gets splash art updates most likely. They usually put all legacy skins on sale for that champion in a bundle during splash art changes.

This is one of problems with Riot. There are around 692 skins in the game and around 215ish aren't available to be bought. The work has been done, the server space was made. Riot doesn't have to do anything but check the box that says "available", but yet they refuse.

Its more of an outdated thing. They really don't care otherwise they'd just remove the skins from hextech altogether. They're legacy cause they're just super old, and some of the legacy skins just take up space that newer skins could be taking. Example, with all the skins nocturne owns, why would that outdated looking void nocturne be there next to the higher quality skins of frozen terror and eternum?

Then there's holiday and seasonal stuff.

Skin quality is up to the user to decide. I have no interest in DJ Sona, but I'd def buy Black Alistar is a second, despite having no difference from normal alistar except a color change. I'd sell Infernal Nasus and Spirit Udyr in a sec for that.

I fully agree, but with how many skins TF or Annie has the skin select in shop would cover the champions. There's just that many skins in this era. I suspect at some point more skins you can buy would randomly go legacy to clean up.

Not at all, with the unlimited and wide imaginations literally any skin concept could exist. There would be no "completion" to making skins for everything when new idea and desires for different concepts are still crazed.
