Can I turn off the Winter Rift?
When playing, I cannot see the health bars on enemy minions, because I have some weird color blindness. Any help would be appreciated.

You can use a skin installer like wooxy to install a custom skin.
You have blue color blindness? Anyway, to my knowledge you'd need to use a mod of some sort.
No. It cannot be turned off. You could always try enabling Colorblind mode
