Max out the RAM on your laptop. RAM is cheap. Installing an SSD if you don't already have one, will increase your frame rate slightly. You haven't said anything about the quality of your internet connection.

Don't use Bluetooth or wireless components. If you don't have an SSD, then use the ReadyBoost feature. Disable all of the cosmetic features and aero (except for smooth screen font).

I would say no. Intel Core 2 Duo is really out of date right now, and you have no dedicated GPU. I made almost the same build as a desktop, Core2Quad Q6600, GT730 1GB, 4GB DDR2 RAM, and it is quite ok for medium settings. I would say, maybe low graphical settings and 1270x720 resolution would be ok.

You can get a desktop made at 500$ and it would be triple what your laptop is. I would look at saving that money and looking at a shop that can make you one and has parts.

If you got one I would suggest it. Buyt the parts and labour for making it. Say 600$ max, it will run league just fine.

If that's the only game you wanna play that is.

EDIT: Used parts you could probably get it done for 300.
