Technical Question

So I have a rather strange issue that has been occurring for sometime and I cannot find any real answers on.

When playing League I semi frequently have this period of like half lag half screen freeze. Minions get frozen in place and continue attack animations, health bars do not move, nor do tower health bars. I can see champion movement (myself and others) and their health bars work properly. However I cannot see any abilities, I can still cast abilities normally but cannot physically see them. Normally I can overcome this and figure out if I have killed my target, but I have no idea if I am being cc'ed or what since abilities don't show up during this period. Also, it does not announce if a champion was killed I just can tell by the health bar. My ping DOES NOT spike, it sits at a constan 25-30ms. After the period of lag is over everything that happened during happens at once. All tower/death announcements are mad, and theres basically a huge explosion on my screen of abilities and minions shoot across screen. If the lag period exceeds about 15 seconds my friends typically tell me I dc'ed but I have never been told I dc'ed, I have to force close the client and reboot it if they tell me this. I can play 10 games in a row and never have a problem and then all of a sudden have this occur every 2 minutes during a game. Typically I notice it happens when a big teamfight starts with alot of abilities, but not always. Sometimes its totally random during laning.

I will give some tech specs to alleviate any "upgrade your hardware" comments.

Any information is helpful, this is a huge annoyance that has lost my team games before because I become useless in some team fights.
