Can't change runes in champ select?

3 Queues in a row now I haven't been able to open the rune window. It just shows the header with the "x" to close, but it doesn't load the window. I've seen a lot of streamers encounter this, but this is the first time for me today.

Is there a fix? How am I supposed to be able to change champs or anything for that matter if I can't change my runes?
