Smite mid lane

Why is riot having such a hard time balancing funneling mid laners. The solution seems so simple to me. Make smite be only able to be used on 1 champion per team. I cannot see a downside, and this would fix people running funnel mid laners. I literally cannot comprehend why nobody has thought of this fix and why it would be detrimental to implement this.

I can see a lot of potential issues with lane swapping, people accidentally having Smite from a previous jungle game, or trolls who take Smite just to lock it off from their jungler.

Is it really that bad for midlaners to take Smite? They're sacrificing a lot of early pressure/defenses from not taking Ignite/Barrier for the added waveclear, and if they're taxing their own jungler or taxing yours without punishment, there's something seriously wrong going on.

They also have a fix in the works that adjusts the XP/gold you get from lane minions/monsters depending on how much of XP you've gathered from either. So if most of your XP has come from minions, the XP/gold you get from jungle camps will be lower.

They literally gutted the strategy a bit after mid season and said they'd revisit it. Sure as hell fixed funnel mid lane strats then too.

By restricting smite limits, that effectively negates players who actually strategize around carrying an extra smite in game and most importantly makes Nexus Blitz's intended allocation meaningless!

Also, let's change Unsealed Spellbook while we're at it, huh?

What happens when someone locks smite before the jungler can. Does the jungler just have to concede his role. Does the other person get a random summoner taken in smites place. Also having one smite per team doesn't stop funnel, it's stop smite mid, sorta.

I dislike restrictions riot makes to enforce a meta.

Like the Monster hunter change where you get half gold from minions in lane if you have the most gold in the first 10 minutes of the game or however it works.
