The fact tanks and supports can't inflict that shit is awful by design. That's sheer utility, not damage scaling. Damage dealers are way too sufficient right now, they don't need teamwork they can buy anything they need unlike the others. And while executor provides some of the most meaningful interaction in the game - you can't do anything once it's built- this one is easy to play around : don't hit the tank if you know you'll need the lifesteal.
