On Hit Fizz - why now? Trin Force + Lichbane?

Okay so this on hit Fizz jungle is been a thing in the last couple of days. And it's powerful as all hell. But I'm not sure I understand the concept. Trinity force and Lichbane have a unique passive "Spellblade" which should not stack since it's a unique. So why is the proc always available? Is this a bug? Intentional? Why does this build work so well right now?

The passive is that: After an ability, your next basic attack does a certain amount of damage.

With lich bane, that damage is related to your AP, old fizz used to build this.

With Triforce, that damage is 200% or your AD, this is common on new fizz.

The Spellblade passive has always worked well on fizz because his Q counts as a Basic attack, thus it applies the ability damage, but also 'procs' the spellblade effect.

If you have both, then one will only activate when the other is down, they can't stack. This is because the passive has a 1-2 second cooldown(can't remember).
