Remake bug or working as intended?

Ok, so game loaded fine for all 10 people. I was top lane and since it was pre 3 mins and my jungle started bot i wasn't really paying much attention to the game. At 3 mins remake pops up and figuring we have a dc and didn't realize it opted for it. Well I tab to see who it was and all 5 of team is there with items and levels of what they should be. I was like wtf? and then when the vote was 2 for 2 against it went through.

I'm guessing it triggered off the Janna being afk in base, but i swear she was in time to leash bot. What confused me more was the it still went through on a 2 for 2 against vote. Shouldn't it only trigger for a 3-1 or 4-0 vote? (I mean we likely would of lost, they first blooded mid and Darius was destroying me top) I feel it was unfair that the remake went through.

But was it working as intended there?
