start doran's shield, farm your Q, back for spectre's cowl when you have the gold for it, continue farming Q until you have enough gold for merc threads, if you haven't died or zoned yourself from too many creeps by then, kill ryze everytime he gets in range of you to wither him

By outsustaining his poke, Ryze's manabar empties before your hp bar does in early. Dorans shield works vs his q & w, though flask should work as well. Rush magic resist and freeze the wave near your turret.

You counterdirection him by getting the hell out of there.
