Viktor Death Ray Hit Box Nerf

Well in the last few patches a lot of champions have been having the hit boxes on their skill shots reduced in order to "fit the visual effect" including but not limited to Belly Slam and Zenith Blade in the most recent patch (5.10) And Im sure a lot of people remember the nerf to Scatter the Weak's hit box which killed her LCS play. Another free week is coming by which I am annoyed with every time for the sake of how easy his Death Ray is to land. I was playing against one who got slightly fed in mid lane due to a "new" going bot instead of mid for whatever reason. There were multiple times where Death Ray would hit and damage me before the visual effect even started it seemed like. Why do champions get nerfed for hit box stuff when others do not, seems a bit unblanaced and unfair for the players who enjoy playing certain champions more than other.
