Honestly, Riot, PBE is a piece of sh%t - it exist only for retarded videos for YouTube and "testing" splash arts for skins (damn image can't break your game when you just replaced picture "A" with picture "B"). You, Riot, using PBE for anything, but not for TESTING new champions (and not new). For example this new sh%tty Kled, his character is very fun, cool phrases and more cool voicing and animations, but after his release he looks like LeBlanc in she's release patch. He is broken at whole 100%. You ask me why? That's why:

  1. He have too much attack speed at his "W", dealing soo much dmg with soo low cooldown is insane.
  2. He is not vulnerable to get damage when his lizzard runing away - it's insane bullshit, if so then lets (just as example of idiotic solution) Jhin will be not vulnerable while he is reloading, why not?
  3. The stacks of his passive become filled too quickly which makes him in most cases unkillable. Now about PBE in a whole:
  4. People who is invited to PBE doing anything insted of testing your content.
  5. Your buffs/nerfs are unfounded, amount of numbers in most cases is random. As exmple of this 2 points are recently added Morgana's "W" range buff, Morgana feals good without this. Recent Riven's "R" buff, Veigar's "Q" buff and more. As a proof of my words remember Kassadin's "R" castration - Riot maked it's range less than Flash's range, it was "tested" on PBE and become on live servers, later (after 2 weeks) Riot make it (a bit longer) like a Flash range and apologized. You know why it happened? Because nobody cares about testing, PBE players only want a "fresh" content for theirs YouTube chanels. That's why sh%t happens and become live.

PBE exist to test for bugs, not for balance. Live is used for balance testing because its a much larger pool to test from. sad but true.

Even if people say 'hey Riot this is overpowered or is fucking terrible don't do it' they don't listen and they don't care. It is all about $$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$ they stopped making a good game years ago.

Kled needs buffs. Too unreliable and dives too deep, if the enemy uses CC on his charging team.

the thing about that is

  1. PBE is not nearly large enough to give a representative sample of actual power.
  2. People on the PBE may not even be playing competitively, (again, it won't accurately represent his power curve.) And even when PBE users goof off. They probably arn't finding every single off build, to find which ones work.
  3. PBE users are completely Volunteer. They can't be expected to QA test the champion to the point of exhaustion.
  4. It's easier to balance champions into Nerfs. If a Champion is OP, you usually know why, But if a champ is UP, it's a little harder to figure out the right set of buffs. Riot is probably pushing Kled with the expectation of being a little OP, Just so they can collect some data, and figure out where they can tone him back.
