NOT BEING ABLE TO DODGE AFTER SELECTING CHAMP?

Can someone explain as to why this happens now? Terrible concept if its suppose to be implemented into this patch.

I'll run down the situation i just got into: Que for game. Find a game, nobody says anything until its the supports turn to choose, he is last pick btw, he hits us with this ignorance, "Why does it always give me support when i choose fill" Then locks in Fiora and says, "im going top" and switches his summoner spells to Flash Teleport.

I attempt to dodge. cant. Thank you riot. I appreciate it. Turned my PC off so hopefully it dodged the lobby. If not i dont believe i should be held realiable for any of the reports i get. If this was not some bug and Riot really made this a thing, PLS CHANGE IT BACK.
